Aloac: 2.3.1 Update

Aloac 2.3.1 is a relatively minor update to the Aloac library. The main change introduced is the use of binary search to find rise, set and transit times. This method is both faster and more precise than the previous method of moving forward step by step. In addition, the phase angle function has been added to the I API to allow determining the phase angle of an object with respect to a source that is not the Sun.

This update precedes the release of Aciqra 2.3.1 expected for tomorrow.
